It is important to understand that the coal-based thermal power sector is the single large source of industrial pollution in India. It accounts for 60% of particulate emissions, 45-50% of SOx emissions, 30% of NOx emissions, more than 80% of toxic mercury emissions and 70% of freshwater withdrawal from the entire industrial sector. Cleaning up the coal power sector will, therefore, have massive environmental and health benefits.
The standards that were notified by the Ministry of Environment, Forests & Climate Change (MoEF&CC) in December 2015, according to our estimates, would reduce freshwater withdrawal from coal power sector by 85%, particulate emissions by 65%, and SOx emissions by over 85% and NOx by almost 70%. These are massive cuts and they will be achieved by implementing a set of standards that are no more stringent than what other countries across the world have imposed on their coal power sectors. In fact, China today implements far more stringent standards than those that have been notified by the MoEF&CC.
The MoEF&CC has set a deadline of December 2017 for the coal power sector to meet these standards. But the industry has so far dragged its feet. Most companies have not even started initial work. The industry is demanding at least five more years to implement these standards.
Thermal power generation process will become more complex owing to the need of addressing climate change issues and mitigating stricter emission norms in future, at the same time tremendous pressure is on the generator to make the electricity affordable to all and to also remain competitive in the market.
In this new emerging scenario, there is a bigger responsibility to be shared by all those involved in the power plant design & engineering, operation & maintenance, renovation & modernization, erection & commissioning, environment management, commercial management, technology provider, product and solution providers, policy maker, regulators and others. These professionals have to work with new set of different challenges and constraints which are known or lesser known at this stage.
Faced with the fact that almost none of the over 400 thermal power plants across the country has complied with new emission norms notified more than a year ago, the Government is learnt to have decided to relax the December 2017 deadline — and even dilute the standards it had set.
The non-compliance shouldn’t come as a surprise. For, right from the draft stage to the post-notification phase, the move to raise the bar faced stiff resistance from within the government and the industry.

This non-compliance, however, is not entirely surprising since there was a stiff resistance from within the industry to this decision to raise the bar. The below table explains it better...

In today’s globalised market, we cannot ask power companies to only use domestic technology. Also, pollution control technologies are not portable equipment that will be shipped from foreign soils. Most of these technologies are massive EPC (erection, procurement and commissioning) projects requiring construction that will be done by Indian contractors and sub-contractors even if a foreign company is involved

Over the past 10 years, the cost of power generation in India has grown by 8% every year on an average, the cost to implement these standards is highly affordable

Proposed to use a part of the National Clean Energy Fund (NCEF), which is collected from a cess on coal, to help industry meet the standards

Low interest and long-tenure loans be given to coal power companies from NCEF to implement the standards. The interest accrued from these loans can be spent to incentivise renewable energy companies. So, in one stroke, we will be able to clean coal power as well as promote renewable energy.

• Even where space is available, FGD installation may take around 2 to 3 years and involve plant shutdown of 4-6 months.
Dismantling / Relocation of existing plant facilities may be required in certain cases, affecting plant operation.
• Installation of FGD on over 2 lakh MW capacities would need limestone of around 24 MTPA and produce 34 MTPA of
gypsum. Disposal it environmentally friendly manner / marketing avenues of gypsum need to be considered.
• Some utilities having installed FGD are already facing problems of gypsum disposal.
• The Auxiliary Power Consumption shall increase for FGD operation by 1.0-1.5% affecting the plant efficiency.
• The mining capacity of limestone in the country and its transportation to plants and associated challenges need to be
addressed.
• Quality of Indigenous Lime Stone / suitability or arrangements for its import.
• Installation of DeNOx system in the existing units shall be a difficult task in view of the lay-out issues.
• Installation of SCR systems require extensive change in duct work, change of ID fan etc. for which no provision has been kept in the existing plants.
• Consumption of about 2500 tons ammonia per year for a 500 MW unit, its availability, transportation, handling & storage at plants.
• Environmental hazards of Ammonia.
• Catalyst for the SCR system is very expensive and has limited life (around 3 years).
• Impact on O&M charges and increased power consumption due to increased pressure drop in the system.
• Biggest constraint even if technical feasibility exists
• FGD & DeNOx systems have to be imported from other countries as the same is not manufactured indigenously.
• Installation of @ 20,000 MW / annum in about 2,56,000 MW capacity
(1,75,200 existing + 80,800 MW under construction) would take more than 10 years.
